If it must always hold, it cannot live in the prompt.

Words in a prompt are only a polite ask: the model may skim past them or be argued out of them. That is acceptable for tone, where a slip just means lower quality. A rule such as a step limit must hold every single time, so it belongs in your own surrounding code, which checks each action whatever the model says.

Read it once, then a question tests whether the trick stuck.
