Export means a folder of files: upload out/ and there is no server to run.

Setting output: "export" makes the build write plain HTML, JavaScript, CSS and assets into a folder named out, which any static host can serve. No Node process is involved afterwards, so next start is not used. A different setting, standalone, exists for people who want a server or a Docker image.
