Count the things you release and own data for, not the lines of code you wrote.

The labels describe deployment and data ownership. One unit that ships together is a monolith, even if it is neatly organised inside. A modular monolith adds enforced internal boundaries but is still released as one piece, while services are released independently. Size and repository layout do not decide the name.
